Work stopped - how does it affect notices?

We are a subcontractor who recently finished a major job but we weren't allowed by the owner to finish the last change order (the owner stopped work). But the store is (or was) open already. The owner also unilaterally changed payment terms to 120 days from 30. Can we go ahead and send retention notices since we're not allowed to do the last bit of installation?

Yes, I would suggest sending all required notices. The delay of the owner does not delay the deadlines for sending notices and filing liens in Texas, so do what you can to protect your rights.
