What about employees with preexisting conditions? They want to continue to work (and we are essential) but it feels risky.

Your concerns are valid and shared by many contractors. Employees who contract the virus may be entitled to workers' compensation benefits. I recommend notifying your employees that they have the option not to work and be furloughed during this time, which will entitle them to sick pay and/or unemployment benefits. That way the employee makes the choice without you forcing them to work.
