Can a wife a "Registered Nurse" with no construction background became a contractor if "husband" that has 12yr PM experience Partners with Wife?

It seems like there is an unasked portion of your question - is the intention to have the wife qualify for woman-owned business status, or some other privilege/accommodation on account of her being a woman? If so, it seems to me that this a fraudulent representation, and depending on whether the intention is to circumvent state , federal or local laws, can be subject to civil and/or criminal penalties.

I would ask of you to read the question for what is being asked and not assume the question was asked for reasons that you outlined. There could be many reasons for the question asked. Maybe the husband is not a good test taker but the wife is? What if I rephrase the question by asked if the husband was a nurse and wife had 12yrs experience would the husband with no construction background use the wife for the experience prerequisite?
