Im a subcontractor and and I'm contact with the general contractor and he is withholding funds until he is paid which wasn't our agreement but I didn't mind waiting. However the customer is being unresponsive to the GC.

Do not wait. Send all notices required of you as a subcontractor timely to the owner in order to protect your lien rights. This will also assist the GC in getting paid and may wake the owner up.
Part of the delay tactic is waiting until creditor mechanics and materialmen lose their lien rights.
