Who must get NOCs recorded?

I am a sub-contractor, and we have been doing the NOC's for our customer-owners. I am trying to get out of doing these for them and am looking for justification for putting this back on the owners. Am I even allowed to record NOCs on behalf of my customer-owners?

Florida Notices of Commencement should generally be filed by the property owner. But, the Florida lien statute does specifically allow a contractor to file on behalf of their owner. Still, the owner will need to be the one who signs the Notice of Commencement, regardless of who actually files it - and there's no wiggle room on that.
