Who do I send California 20 - day preliminary notice to ? besides the business I am contracted with

I am preparing to send a California 20-day Preliminary Notice . to a large business as an Electrical Contractor in Ca. I am working with them direct, no Lender, no general, they said they are paying out of their company , we are upgrading their main service to 2000amps. I have a signed proposal for $ 235,248.00. We are starting this project on Monday 8-17-2020. I will be sending the notice by certified mail to the Business . No Lender or no General. I My question is don,t I need to send a copy to City Hall for recording ? or am I ok by just sending to the company that hired me ? Thank you Ron

Under Cal. Civ. Code §8200(e)(2) A claimant with a direct contractual relationship with an owner or reputed owner is required to give CA 20-day preliminary notice only to the construction lender, or reputed construction lender, if any. Since your contract is directly with the a preliminary notice isn't required to secure your mechanics lien rights. Although, we recommend sending a preliminary notice on every project, regardless if it is required or not. This who send preliminary notices typically are paid faster than those who don't. There is an option of filing a preliminary notice with the county recorder's office. When filed, the county is required to notify you if a notice of completion has been filed. However, there are some issue with filing a notice, as most in the industry feel the is an unnecessary step, and not very helpful.
