Who do I send a preliminary notice?

We are on a prevailing wage project with the state of CA that have two general contractors. We have signed a contract as a sub with only one general contractor. We have heard the other contractor has not paid some of the subs on prior projects. Do we need to send a prelim to the other contractor?

Generally speaking, a payment bond will only cover those down the hiring chain of the person (GC) who posted the bond. Therefore, the preliminary notice technically would only be required to be sent to the GC you contracted with. However, if there is more than one GC on the project there's no harm in sending a notice to them as well. There may be some nuances or alternative agreements that you're unaware of. Best practice?
