Where do I file a lien release form? Is there a state or county office?

A California mechanics lien release should be filed in the county recorder's office where the improved property is located (which is also where the initial mechanics lien claim was filed). This is used when cancelling an already filed mechanics lien claim.

as long as there is no lawsuit you will want to record the release at the recorder's office. Same place you recorded the lien.

I generally advise my clients to give the original signed and notarized Release of Lien form to the owner or general contractor who hired them and let them pay to record it.  The recording fee is often over $100 so it's better to let someone else record it.  You wouldn't have needed to record the Mechanic's Lien to begin with if they had paid you like they were supposed to.
