Generally, certified payroll reports will be submitted after the relevant payroll has run. So, if there hasn't been any payroll run for a specific job, then it makes sense that a certified payroll report wouldn't yet be required. However, I'll be the first to admit that I'm not an expert regarding the ins and outs of certified payroll requirements and the relevant documentation requirements. And, it's possible that certain documentation relevant to certified payrolls would be needed earlier on a job.
