I was unable to pick up the certified letter before it was sent back. Does the letter have to be delivered before the ten days counts down or does it start once its mailed

The Colorado Notice of Intent to Lien requirements are considered satisfied when, if mailing, it is deposited in the mail by one of the required methods. These methods being registered or certified mail with return receipt requested; actual receipt or confirmation of receipt isn't required.
