what will be the problems with the background check for roofing contractor licence if there is a past criminal record?

employee has 2 past 3rd degree felonies with no convictions all withheld adjudication and is been well over 5 years since the incident. the are notes from both courts that these were not crimes of moral turpitude.

A background check is required in Florida per the Department of Business and Professional Regulation (DBPR) to get a Florida contractor's license. Although, the regulations don't explicitly list the types of offenses that would disqualify a contractor from the licensure. Each application is determined on a case-by-case basis.
