A fictious lien was filed against my property. The contractor did not complete the work billed. Also a billing error in my favor is part of the lien amount. How may i file a complaint for the fictious lien?

To remove the mechanic's lien, you would need to file a lawsuit to quiet title. The court can impose the fine. The ROC is the correct agency to complaint about a contractor.
To have the lienholder subject to the fine, you must send a written demand to release the lien within 20 days. If they do not release the lien and you file a lawsuit and win, then there is a fine of at least $5,000.
