What rights does owner have when the general contractor has walked off before final inspection and changed locks

I have a construction loan for a new homestead residence with a bank in Florida. Construction is at the tail end with only the "punch list" remaining. All draws have been made by the contractor so far except for the final draw. There is still approximately 62.200k sitting in the construction account. The general contractor and I have signed an in-house simple contract and he is claiming I breached it by bringing a licensed electrician in to review some shoddy work done by his sub contractor. The GC has been paid in full up to date for any changes, additions, materials, etc. The house is not ready for the final inspection yet but the money is there in the escrow account waiting for him to complete and once final inspection is done the money will be released to him as it always has been in the past. Only now he has put a stop-work order on the property and lock the place up like a fortress. And he is threatening with a mechanics lien. He will not allow my inspector in or my hired electrician to secure some wiring against fire hazard. What rights do I have? Thanks
