Engineers are a protected project participant under the  California mechanics lien laws. They are defined as design professionals under §8014. As far as preliminary notice requirements, most parties are required to send a notice in order to secure their right to file a mechanics lien. Particularly anyone who doesn't have a direct contract with the property owner. For those who do have a direct contractual relationship, there's only one circumstance in which they will need to send a notice to secure their lien rights. That's when there is a construction lender on the project. If there is, the contractor must send notice to the lender to have the right to file.
