We have a job open for a customer who is sending over a conditional waiver for March and April at the same time.
We are unsure if it is ok to send both back at the same time if payment has not been received for March yet.

Based on what you are telling me, there is nothing wrong with sending both back. A conditional waiver and release is conditioned only upon presentation and payment of the check by the bank upon which it is drawn. No check, nothing is waived. So the fact that you have not been paid will not hurt you. It will hurt the customer who wants the release but cannot not obtain an effective one until they pay.
