Would an NTO still be the first line of defense outside of a good Contract to receive timely payment?

Yes, that would be a good option. An NTO is required when you are not in a direct contract with the owner. However, be sure to take a look at the notice of commencement to note whether you are working on a bonded project because if you do not receive payment, then you need to know whether to record a lien, make a bond claim, or do both.
If you have repeat customers and you are extending a lot of credit to your customers, then a personal guaranty to a credit application is useful as well.
