What is qualification for prevailing wage?

I work for one of California public project.My job title is field inspection. My job function is administration support, but I do 80% manual labor (spot trucks). recently they hired full time truck spotter. He also earn prevailing wage. I found out all other employees get prevailing wage in this project.

Prevailing wages must generally be paid to all parties who work on public works projects. And, if prevailing wages are required for a particular position but aren't being paid - serious penalties could come into play for the failure to pay those wages. If everyone else is being paid prevailing wages, including those in the same exact position as yourself, there's a chance that it's a simple accounting or administrative error. Before making a prevailing wage claim, it may be helpful to ask your boss or the accounting department who cuts your checks to see why prevailing wages aren't being paid to you on the job. That way, if it's a simple error, then the matter can be resolved quickly and without the need for bringing in third parties or making official claims. Of course, if there's reason to believe they may react negatively to that inquiry, or if an employer refuses to pay the appropriate wages, it might instead be more helpful to instead make a prevailing wage complaint.
