I'm not sure what a "contract at large" refers to. But, a frustrated contract (more typically called a contract with a "frustration of purpose") generally refers to a contract that becomes impossible or impractical to perform through no fault of the party which alleges the contract has been frustrated. So, for a contract's purpose to be considered "frustrated", an event must typically occur which essentially results in a situation where it can't be performed, as expected at the time the contract was entered into.
