What if you have no experience in construction is there any other way I could obtain the license or go to a RMO Agency?

I have no construction experience at all but want to start up a construction business.

First, note that not all work will require licensure. So, if the work that will be performed won't require a license, then really anyone could start up their own construction business. More on Florida's license requirements here: Florida Contractor’s License: Requirements, Exceptions, and Penalties. If the work performed will require licensure, then someone involved in the business must have the appropriate license for the work that will be performed. A business, itself, isn't licensed - but rather, an individual with the business must obtain the relevant licensure. And, while obtaining a license will require some level of experience, it's always possible to have an already-licensed individual come on as the licensed qualifying agent for the business. Note, though, that the qualifying agent will need to have some active role with the projects, would need to supervise the work that is performed under their license, and would assume certain liabilities as a result of their position as the business' qualifying agent. Unfortunately, I'm not particularly familiar with RMO ("Responsibility Managing Officer") Agencies, and from my brief research, it doesn't seem that there's much of an RMO Agency presence in Florida.
