What if I supplied material, paint, appliances, window treatments for a condo association, is it legal to place a lien?

I managed a property for 33 years and I purchased all of the appliances, window treatments, furniture, paint, 55" tv's, to get the project done with the understanding that I was to be reimbursed. I was forced into resigning due to being ill and the Board is not responding to my requests and receipts submitted. They are about to experience a huge property change in name so I figured I could do it now so that they could not make changes without me being reimbursed.

As an initial matter, construction liens are limited to only certain improvements to real property, so the TVs, window treatments, and furniture may or may not be lienable. It sounds like you may have a breach of contract claim though, possibly an employment claims depending on your relationship with the complex, and you may very well have a lien claim. You should consult with an attorney to determine the best way to tackle these issues and use the upcoming property change to your advantage
