What if I missed the deadline for the preliminary notice?

I am just taking over an AR position that was vacant for about a month. Should I send a preliminary notice even though I'm outside the 20 days just so the GC knows we're on the job (better late than never) or should I just cut my loses (old school collection / Demand letters) and move forward with what's still in my time frame?

As long as the job is ongoing, and your company is still supplying labor or materials to it, the answer to your question is yes.  A preliminary notice reaches back in time 20 days, so if your participation in the project is ongoing, serve the notice now and, if your current invoices get paid, you will have your rights to statutory security devices (liens, stop payment notices, bond claims) to secure your future invoices.
