If I understand your question correctly, if the client causes a delay, the contractor is generally entitled to damages, however what the damages are and what triggers them may be controlled by the terms of the contract, which usually provide for penalties, extra costs incurred, lost time etc.

I agree with counsel. You can make a claim for delay damages against your client. The first thing you should do is review your contract to see what provisions for delay are in the contract. You may want an attorney to help you with this.
