What happens if they don't do what they stated they'd do in the contract?

I hired a contractor, fully licensed and bonded, to do some work on my kitchen. A little more than halfway finished with the job we come to find out they're Subcontractors that are unlicensed and working under the original contractor I hired. Except the actual Contractor from the construction company only came to my house once the entire time they were working and was here less than 4 minutes. We started finding Fireball bottles around our house and I spoke with the Subcontractor, he got super defensive and said he found them in his work bag and just tossed them out onto our property to get rid of them. I then spoke with the owner of the Construction company and he's like, 'Don't tell me, was it Fireball? Yeah, I've had problems with him drinking on other job sites and he actually tried to blame me for the bottles.' So the owner already knew this guy had a problem with drinking while on the job and still hired him to come work on my house. The original contract stated they were going to reframe my wall but all they did was remove 4 sections of 2 feet of 2x4 and add 2 new feet. The contract also states they'd check my electrical and they didn't. I finally kicked the Subcontractors of my property after the 5th time they said they were finished and tried to collect the final payment and I got them to admit they weren't done. These people have done horrible sketchy work on my house.

You have a couple options. The first is to file a complaint against the contractor with the Contractors State License Board. You can find the info for that here: https://www2.cslb.ca.gov/Consumers/Filing_A_Complaint/ The other option is to sue the contractor, but that can get expensive. If that is the route you want to go, I recommend having an experienced construction attorney review your contract.
