I am the specialty subcontractor providing Glass and Glazing and the scout sent the email that this is a public project and not commercial. I need to know which document will protect my lien rights on the project.

Since you cannot file a lien against public property, your rights are normally protected by a labor and material payment bond. If unpaid, you can make a claim on the bond. There are notice and other requirements to make a bond claim. If you don't have a contract with the prime contractor, (you are lower in tier than a sub) you must provide an an early notice (30 days after you start).
