What do we do if contractor won't submit our retention payment application to the lender?

California

I'm a subcontractor who has finished a large multi-family project (5 duplexes). For 3 months, we have been told by the general contractor that the bank is not taking applications for retention at this time. One of the duplexes has been listed for sale, and the rest are all complete as well. No notice of completion has been filed. Should we proceed with a notice of intent to file a lien?

Yes, if you're done with your work and not getting paid, you should think about recording a mechanic's lien (not an intent to lien). You don't want your time to record to expire. Good luck.
