What details can you give me and who are potential lien agents?

North Carolina

A member of my church lost his home due to a flood. He lives in Craven County. He has been informed in order to start reconstruction, he must have a lien agent. What does that involve? Thank you

The "Lien Agent" was created when North Carolina modified its lien law scheme in 2013. The "lien agent" designation, and the associated required notice for parties furnishing labor or materials to the projects, was formed pursuant to the urging of title insurance companies who were worried about "hidden liens" on projects. A Mechanics Lien agent is defined by North Carolina statutory law as “A title insurance company or title insurance agency designated by an owner pursuant to G.S. 44A-11.1.”  Lien agents (title companies) are required to be appointed on construction projects estimated at over $30,000 at the time the building permit is issued. A mechanics lien agent can be chosen from a list provided by liensnc.com, the electronic lien agent and notice registry for North Carolina, and file a an "Appointment of Lien Agent" document.
