what can I do about a contractor who I paid over $40K to do do work and the he didn't have permits to do the work

I hired a contractor last year to do a flip on a house I purchased and I paid him over $40k to do and i never saw permits and the work didn't get done. I need help. I hired another contractor and the work is currently being done by the new contractor with permits. I have all my receipts and wire transfers of all monies paid to him.

When a contractor disappears with project funds, it may take legal action against them to try and wrangle that money back in. So, exploring potential legal claims might be a helpful early step in recovering payment - and it'd be wise to consult a local attorney to parse out what options may be available against an unscrupulous contractor. Likely, there will be many potential avenues for recovery via legal action, and they'd be able to review your circumstances and formulate a plan of attack. Further, filing a consumer complaint with the Pennsylvania Attorney General's office might be helpful, as could filing a complaint against the contractor's license with the PA Dept. of State.
