What are my rights as the homeowner?

I hired a company to paint our new home before we moved in. Turns out, he had day workers painting with little experience. I have about 50 pictures worth of issues. They did a sub par job, broke a couple of small items, didn't rehang any lights or wall plates, didn't complete project, etc. I emailed the owner (who I signed the contract with) telling him I wasn't satisfied with the job, and wasn't paying remaining balance. He sent me an unnotarized Notice of Furnishing. And his one painter texted me saying "he" was going to put a lien on my property bc the owner hasn't paid him. Do I need to do anything?

Yes you need to hire an attorney to protect yourself asap.

1. Document your complaints with both the general contractor and sub-contractor (painter) in a letter or email you know is good.

 
2. Be sure to mention in your letter/email that you did not receive the Notice of Furnishing before the painter did any work.
 
3. Demand that they fix the issues.
 
They have 90 days from the last day of work to file the lien. They then have 1 year to bring a lawsuit to enforce the lien. You would defend such a lawsuit based upon the poor workmanship, which is why you need the documentation. If they sue, it would be best to get a lawyer to help you.
