What are my options in this situation?

Im new to being a business owner. Was subcontracted to do some work for another sub-contractor I knew due to not having the insurance to do it myself but having everything else. He said he would get the job and I could handle it and he pay my company so i could get the cash up to get the insurance myself for future work. Everything was going good but now that we split up hes holding up my money for last couple of jobs I completed $6,000+. He also has started making deductions and trying to give me what he feels instead of what was agreed upon and wrote in invoice that he has had for over thirty days when 15 days was the agreed upon time for payments. I have contacted the contractors I was working for and they said there was no issue with any work and I handled my business perfectly. So he's basically robbing me. I've sent payment reminders and was told I'm harrassing him. I just want to do good business and keep it moving. I read that i didn't have to have send a NTO before I start to put a lien on the guys company because i only supplied labor and not materials. Was that true? If anyone can lead me in the right direction, greatly appreciated.

You did not say what the work was that you did. I am assuming that it is something that would require licensing, which would require insurance. If so, you have no contract to enforce if you are contracting without a license. This is different than if you were doing the work for the company with the license. But to do that you would have to be a W-2 employee. The first step in construction contracting is to get licensed for the type of work you are doing. You should consult with a lawyer about the specific facts of your situation because the lawyer might be able to get you some relief depending on the circumstances.
