Generally, it appears that all public work will fall into prevailing wage requirements in Massachusetts. According to mass.gov's' prevailing wage content, "Prevailing wages must be paid to all employees on public works projects regardless of whether they are employed by the general contractor, a siled sub-bidder, or any subcontractor." And, alterations and additions to public buildings seem to fall under the types of activitied that apply to prevailing wage laws. So, as a result, it's probably safe to assume that all work done on public buildings will require prevailing wages. Ultimately, prevailing wage requirements should be extremely clear at the time the job is bid. The project owner is required to provide the prevailing rate sheet when bids are being solicited. Admittedly, though, I'm no expert on Massachusett's prevailing wage laws. And, seeking out a Massachusetts construction attorney who's more familiar with this sort of thing, using a prevailing wage service like eBacon or Contractors Prevailing Wage, or taking a deep dive into the Massachusetts prevailing wage laws should provide some clarity here.
