We have an open electrical permit on a job for a homeowner who is also the acting GC and have not been paid in full, only partially. What are the next most appropriate steps?

I suggest that you contact the owner and threaten to file a lien on the property if you are within 90 days from the last date of service and if you have provided the owner with a disclosure statement.
