Does a landscaper in South Carolina need a Landscape Architect license to plan and landscape a waterfront property?

It seems as though a landscape architecture license is required when considerations beyond aesthetics will come into play when designing the project - like drainage, land preservation, structural soundness, and other environmental considerations. So, whether a license is required may come down to the specific purpose and deliverables of the project. However, I'll be the first to admit that I've got no experience with South Carolina's landscape architecture requirements. So, it may be helpful to talk to other industry professionals or the South Carolina Department of Labor, Licensing and Regulation about the matter.
