Hired a Pool builder He has done a horrible job. We paid 75% . He is demanding his balance and its not done. He added more concrete charges that are not even correct nor did we agree to either. We have to tear it all out and start over. We are in Kansas. Our city inspectors say he has NO pool license, no bond nothing with them. Can a unlicensed person file a mechanics lien on our property in Kansas or even try to collect on his inflated final bill? There are no change orders nothing.
