Timeline on Prelim notice.

In a preliminary notice to the owner, if it is sent within 20 days form the start of work; but after the work has been completed, does this negate the owners responsibility as they did not get a chance to send a stop notice? With that in question would you not have the right to go after a lien if the owner never had the opportunity to decline the work?

If I understand your question correctly, an owner is still on the hook IF the labor or materials have been furnished and incorporated into the project.
