As per my client's request, I sent the complete drawing set of the professional services on 10/25/19. Is this service accepted to count the time line (last service would be within 8 months for commercial project)?

Design professionals in New York are protected by the general mechanics lien laws, and have the ability to file a mechanics lien in order to secure the amounts due for the professional services provided. Unlike some other states that distinguish the liens of a design professional from those of other construction participants, New York lumps all claimants together in the same boat. As you state, New York liens for commercial projects can be filed "at any time during the progress of the work and the furnishing of the materials, or, within eight months after the completion of the contract, or the final performance of the work, or the final furnishing of the materials, dating from the last item of work performed or materials furnished." The provision of "drawing[s] by any architect or engineer or surveyor, of any plans or specifications or survey, which are prepared for or used in connection with such improvement" give rise to mechanics lien rights, provided the other lien requirements are met.
