First, note that city halls will usually be public property, thereby not subject to mechanics lien claims. Levelset discusses the difference between public and private projects here: The Difference Between Public and Private Projects. Regardless, if the project isn't yet complete, a contractor hired directly by the property owner is generally not entitled to file a California mechanics lien. Even for subs and suppliers - if their work will continue, a lien typically can't be filed. Rather, a cessation in their work must occur before a lien can be filed, and if there are plans to return and perform more work, a cessation likely hasn't occurred.
