Hello, as a project owner, can we stop subcontractors & suppliers from filing liens against property & force negotiations to occur per contract & not per lien court?

No, you can’t stop subs and suppliers from filing a lien if they’re not paid. But it’s a good idea to have a provision in your contract to make the general contractor responsible for keeping the job lien free, and for them to bond around any liens put on by his subs and suppliers. This should be part of the indemnity provision in your contract.
