Should the GC close the site or be legally responsible to do so?

If there were positive covid people should the site be closed. There have been 2 positive cases. The site has about150 people on it. The 2 people were from the same subcontractor. No other sub contractor has stopped work including the one I work for.

If multiple project participants have tested positive, the job should almost definitely be shut down as a matter of safety, at least temporarily. And, if you feel that your contractor is forging ahead despite an extremely high risk of workers contracting coronavirus due to the subs who have tested positive, then filing a safety complaint with the Labor & Workforce Development Office might help to get the site shut down. Or, simply contacting local authorities might help too. To be sure - most construction work can continue under Tennessee's stay home order. But, where there are confirmed positive cases on the site, it should probably be shut down until the risk of spreading the virus has faded away.
