Should I send a notice of intent?

We've completed a project for multi-family housing and the prime contractor keeps telling us the bank is "not accepting applications for retention yet". No Notice of Completion has been filed, so what determines "substantial" completion? We were 99% done with our contract in the final week of April and had to wait on others but we're now 100% complete with our scope as of June 15th. To the best of our knowledge, all other subs are 95+% complete as well, and I just saw that the landscaper filed a mechanic's lien. Do we send in our retention bill anyway, and what can we do if it's rejected? Thanks!
