I'm a general contractor, i have a customer that we just finished a basement for. The finial inspection passed with flying colors and the customer has refused to settle finial payment, saying "don't have the funds" I have a 6 page signed contract on all terms including pay schedule. Have tried to collect 2 times and still refused to pay remainder of contract.
