Roofing Contractor put a lien on my home in Florida

Hi, A contractor issued me a letter that was notarized for lien on my home in Florida. The situation: - Contractor came over to perform an estimate on a new roof. Total $42,500 - Paid Contractor a $5,000 deposit and have contract that states deposit fully refundable if financing wasn't approved. - I was only able to get 25K approved for financing which means I couldn't move forward with the new roof. - I have not hired another contractor or done anything to the roof. - Contractor refused to return the deposit because he ordered the roofing tiles. - I never asked him to order tiles or move forward without financing approval. - I disputed the charge with my credit card company and they refunded my credit card due to the contract I submitted. - Contractor never provided any services other then a free estimate and consultation.
