When I asked for payment on a job, the owner refused payment. I did not send a 20 day preliminary lein notice What are my chances for collecting the full amount on this job/ California

Your chances depend on a lot of things. Not everyone needs to file a lien to have lien rights. So your lien rights are going to depend on whether you're a prime contractor or subcontractor and when the project was finished or a notice of completion was filed. 

If you have no lien rights, you're looking at a basic breach of contract lawsuit to try and recover. Assuming you win, whether you ever collect on that is still an open question and will depend on if the other side can pay.
