General on job, owner saying didn’t complete her specifications on time.

Your question is unclear. If the Owner is not paying you, and you are the general contractor, you may wish to consider recording a mechanic's lien against the property after your work is done, but within the time limits allowed by law. You can also bring a lawsuit for breach of contract against the Owner. I suggest you contact an attorney familiar with construction law to assist you.
