New York's stay home order is more strict than other states. And, only those working for essential businesses should be leaving home to work. Further, it sounds like city and state police, as well as the national guard, are helping to enforce stay home orders. From the sound of it, it's not uncommon for travelers to be stopped at some point to see why they're on the road - and it's possible someone would be turned back. Note, though, that individuals performing construction work that will be the only worker on site are generally able to continue their work, even with New York's shutdown rules. So, it's possible that they may be able to leave home and make it to Maryland to perform the work. And, Maryland's stay home order is much less strict and largely allows for construction to continue. However, Maryland's guidelines on New York travelers should be a reason for pause. If the work isn't necessary for the safety of the project site, then carrying on might not make much sense - especially considering the stay home orders, travel restrictions, and potential for being stopped when traveling from point A to point B. But, while the logistics may be an obstacle course, I'm not sure that the work is specifically prohibited from continuing as long as the relevant regulations and social distancing guidelines are followed.
