Our client's name is nowhere on the notice of commencement. Is it safe to sign this document?

We are hiring a company to install a generator. He asked us to notarize a Notice of Commencement. His name is nowhere on the notice but the electricians name is on it. Is this correct or should his name be somewhere on it? We are not using a lender. I don't want to have to pay the electrician twice if he doesn't pay him!

It is not clear, but it sounds like this company may be improperly using the electrician's license. You should ask to see a copy of the electrical permit. My bet is that the electrician's name is on that too. If the company you are contracting with does not have its own license to do the work, then this is unlicensed contracting. Hire a company with the proper license, not someone who is "renting" someone else's license.
