My question is about substantial completion and when I would need to agree that my house is at this point.

I am hired a builder to build my home. They charge me 20K for garage doors. They put the wrong garage doors on the home and will need to replace. They want me to issue final payment since they consider the house at the point of substantial completion. My contract only says "Final payment shall be due upon substantial completion and may not be withheld or delayed due to the existence of punch list items." I do not trust that garage doors will be replaced and this an expensive item. Do I have the right to say I do not consider that house at the point of substantial completion until the correct doors are put on the house?
