Financial help and or recourses available for construction workers that haven't had work. Also for those workers in a normal setting , and they don't work due to weather, are there also recourses towards that?

Construction workers should generally be entitled to unemployment benefits if their hours are significantly reduced due to the coronavirus outbreak and response. Levelset discusses that idea in greater detail here: What’s in the $2 Trillion Coronavirus Stimulus Bill For Construction Businesses & Their Workers? Regarding weather - generally, no. Rain and other weather delays are expected on construction projects, and they're typically built right into the contract itself. Typically, when there are weather delays, the "compensation" is really just an extension of time to finish the project. Though, for the individual employee, that won't provide any benefit. Now, as for how an employer compensates their employees for rain days or other weather events - I'm not entirely sure. But the employer may have a policy on that.
