My contractor go on and hired a sub-contractor. Now, I have paid my contactor but he is refusing to payout sub-contractor. Sub-contractor indicated that he has intend to fill-in machinal lien against property. As apartment owner, we don't have any contract with sub-contractor. However, the sub-contractor did a better job than contractor.
