That sounds frustrating. Ultimately, what actions are and are not appropriate might come down to what's allowed in the contract that dictates your relationship. So, if there's some vendor agreement in place - even if that's just the basic terms the vendor supplies - then it'd be a good idea to start there to see if they've acted out of line with the contract. What's more, it'd also probably be wise to round up any relevant paperwork or communication that shows the account and what credits were supposed to be available. That way, it's easier to show the vendor that they've made an error. If the dispute continues, it may be worthwhile to pursue collecting the debt via small claims court or through some other claim process that's available - it's relatively common for vendor agreements to require arbitration or mediation in the event of a dispute.
