Mechanics lien for service fee that was never stated?

Hello, I have someone threatening to put a mechanics lien on my property. I requested mowing service from this individual which he did not do. He gave me a quote over text, but I decided to not take his services. He is now demanding that I pay him $25 service fee for the estimate or he will put a mechanics lien on my property. Is that possible? He never stated a service fee written or verbal.

If work wasn't actually performed, then a valid and enforceable mechanics lien can't be filed. Further, even if the work was done, lawn service won't always result in mechanics lien rights. In South Carolina, mechanics lien rights for landscaping services will only be available if the work performed exceeds $5,000. What's more, the cost of filing a mechanics lien far exceeds $25 - so filing a lien claim for $25 wouldn't be economical anyway. Plus, generally, for lien rights to be available, the work that's done must provide a permanent improvement to the property. So, if the work is something like mowing the lawn, weeding, or some other service that must be regularly performed, lien rights might not be on the table for that work.
